Police say a man was arrested after he was found driving high in the City of Rye.

An officer saw Robert Thornton Haile in a running vehicle on the sidewalk of Forest Avenue.

Twenty-seven canisters of nitrous oxide were found in the vehicle, according to police.

Haile refused to submit to a chemical test at police headquarters, officials said.
