Mount Kisco mayor says her village will likely join a growing list of municipalities across Westchester that are initially opting out of retail marijuana and consumption lounges.

"We are very reluctant to opt into something, when we don't know what the rules are yet," says Mayor Gina Picinich. "They're two boards that the state is going to set up, and those have not been established yet."

In April, Gov. Andrew Cuomo signed legislation into law that legalized recreational marijuana for adults 21 and older. But political jockeying on how to regulate the fledgling industry and who should serve on its controlling board means that it could be 2023 before legal sales begin.

Mount Kisco isn't the only municipality taking a wait-and-see approach - Eastchester, Somers and North Castle have all opted out for now.

In nearby Bedford, the town supervisor says she is meeting with her legal team, department heads and the police chief to discuss whether to opt in or out of retail marijuana sales.

Picinich says the village is not ruling out the possibility of one day allowing the sale of recreational marijuana.

"We will study and evaluate...and thoughtfully determine when it will be the right time to opt in," says Picinich.
