A level-3 convicted sex offender is on the loose after failing to turn himself in for sentencing in Rockland County.

Michael Koval was previously convicted of sexually abusing an 11-year-old girl. He was supposed to turn himself in to police in South Nyack to start serving a one-year sentence for a parole violation. Koval violated his parole by not informing authorities of his move to the other side of the county.

Assemblyman Ryan Karben (D-Rockland) introduced legislation months ago to help avoid losing track of sex offenders. Part of that legislation would involve a global positioning system to monitor the movements of sexual predators. Karben says had his law been in place, law enforcement would have had the tools to track down Koval and others like him.
