Update on partial collapse inside parking garage in White Plains

An approximately 1,200-square-foot concrete section of the fifth floor parking deck collapsed onto the fourth-floor parking deck, according to officials with the city.

News 12 has new details on the partial collapse inside a parking garage in White Plains.

It happened Wednesday morning on Hale Avenue.

"I hear this loud sound, I thought something blown up. Just chaos ensued, everyone is running around, people are being told to get out," said Ivan Doran, who works near the parking garage.

An approximately 1,200-square-foot concrete section of the fifth-floor parking deck collapsed onto the fourth-floor parking deck, according to officials with the city.

No one was hurt but there's a lot of damage.

Cars had to be left inside the structure as crews worked to make sure it was secure.

"The plan is hopefully to not Uber home, obviously I would like to get the car quickly, but if it's not safe, it's not safe," said Luca Sanna, whose car was still inside the garage on Thursday afternoon.

Officials say they are working to get the cars removed safely. At last check, there was no set timeline for that.

A press release was sent out Thursday with new information on how that will work:

“The next step is the selective removal of vehicles that are proximate to the collapsed area. The building owner is arranging to have these vehicles removed from the garage. After these initial vehicles are removed, there will be a phased removal of the remaining vehicles commencing today. Ownership of each vehicle will be identified and the owner will be contacted by building management prior to any removals."

Officials with the city released details about the assessments the parking garages need to have done:

"New York State Law requires owners and operators of parking garages perform structural condition assessments of their facilities on a scheduled basis. The condition assessments must be performed by licensed professional engineers that specialize in building structural design and are to include identification of any unsafe conditions. The City of White Plains does not perform these assessments. Garage owners are required to submit a copy of the assessment report describing the findings to the City of White Plains Building Department for review and record.

Over the past few years, the owner applied for, and the City issued, building permits for specific structural repair work in the garage. The City will provide an opportunity to review copies of the building permits and site documents.”

News 12 has been working to contact the owners of the parking garage but so far, has not been able to get in touch.
