A young German shepherd was found abandoned Tuesday morning with her mouth taped shut in Southeast.
Good Samaritans found the dog near Starr Ridge Road and contacted authorities.
Investigators said the dog's muzzle had been wrapped so tightly that it wore away her skin, leaving her mouth exposed.
The dog is receiving treatment from a veterinarian.
The Putnam County SPCA is investigating and trying to determine who abandoned the animal.
