In her State of the City address Tuesday, City Council Speaker Christine Quinn said the greatest financial burden facing New Yorkers is housing.Two-thirds of people living in New York City rent their homes. During her speech, Quinn pointed to the fact that homeowners are entitled to tax breaks and rebates that renters are not. Quinn wants to offer a $300 tax break to more than 1 million renters in the Bronx and city. Quinn also called for a complete overhaul of the Department of Housing Preservation and Development. Housing wasn?t the only issue on the agenda. Quinn also discussed giving city teachers a $5,000 to $10,000 bonus, suspending sales taxes for a week when federal rebate checks arrive and expanding HIV testing throughout the city.
