House Republicans planned to vote Thursday night on several spending bills in an attempt to avoid a government shutdown by Saturday's deadline.
It's not clear if GOP leadership has enough support from the party to advance any of the proposals to the Democratic-controlled Senate.
More than 4 million federal workers would feel the effects immediately. Dozens of other programs would be impacted - including SNAP, air travel and Social Security - if a deal isn't reached by this weekend.
Rep. Jamaal Bowman called the situation frustrating for Americans and embarrassing for House Republicans.
"One would hope that the disagreements would be handled not so publicly so that the American people could feel a sense of security, and right now they do not in general, but specifically this hurts the more vulnerable," said Bowman.
