Authorities say a Poughkeepsie man led police on a chase that began on the Westchester-Putnam county border.
Westchester County police say they tried to stop the car on Route 9 after they determined it had been stolen.
A chase went through Peekskill and ended on Buttonwood Drive when the car crashed.
The driver, 48-year-old William Pascal, barricaded himself and put a razor to his throat, authorities say.
He was eventually coaxed out of the car and placed into custody.
“It was very scary. I mean there were guns out...so it's not something that you typically see in my neighborhood," said neighbor Jennifer Edwards.
Pascal was taken to a hospital.
He was charged with unauthorized use of a motor vehicle, reckless driving and unlawful fleeing of a police officer.
