The Village of Elmsford has declared a state of emergency due to the flooding in Westchester County.
The village's mayor said heavy rain caused damage to village streets, lands, homes and businesses.
The Taconic State Parkway and Sprain Brook Parkway has been closed due to the flooding as of 9 p.m.
