Westchester County is facing a more than $24 million gap in its general fund this year.
County Executive Ken Jenkins said the biggest issue is a drop in sales tax revenue.
He also pointed to economic instability tied to federal issues, including market volatility and job losses.
"Consumer confidence has been low because of the economic instability... through the markets and the tariffs and everything going back and forth so with people losing their jobs at the federal level there's all kinds of impacts and things happening," Jenkins said.
He added that the county will continue to be transparent and aims to reduce the impact on taxpayers.
